More like the observing officer gets on the radio with the cop's info(license plates, badge, etc), guy gets called back to HQ, gets chewed the fuck out by the captain, and then placed behind a desk or put on traffic. That or the guy has someone in the car with him to monitor his driving and to give him a hefty fine if he continues.
