Try running Steam as administrator, do the same with Garry's Mod.

Ehh, do you have another PC? If so, check if Garry's Mod is working on it.

Try this: uninstall garrys mod - unninstall steam - reinstall steam - reinstall gmod

My guess is you've got a firewall blocking gmod. Try disabling them temporarily to see if that fixes the problem. If it works after disabling it, you're gonna have to figure out how to get it to let gmod through.

Still updated me earlier, acoording to him he solved this problem by restarting Steam a couple of times.
