In my opinion, like the rule says, "Non-officials are only allowed in the Nexus when they have an appointment with the President.".
If a person denies to exit the nexus, it should be arrested, there's always a lot of minges around the nexus lobby whinning and saying "I can be here, I won't get out.. Blablabla", and don't have an appointment at all.
In real life, when this happens, normally they escort him outside, but in fearless, it's not that easy to walk someone outside, so it should be arrested.
