So you are suggesting some type of 'trial mod'? Could be a solution. But then theres the issue that SA aren't always (or often) avaible.
For example: Phase 1: access to basic punishments - 1 day ban, 4 hour blacklist, access to noclip
phase 2: What we know as moderator now
Phase 3: Administrator

Although this would fix the problem, I don't agree with forcing the staff members, they should come on at their own free will
