If you downloaded the legacy content, then make sure that it's in the right location of your game files. You can just put the .zip file into your addons folder. This is not neccesary anymore, because FL uses workshop now.

Fearless uses Steam Workshop, so it may be useful to subscribe to that.

Double check to make sure (if you didn't use the workshop, but the old way of getting textures) that all of the files are in the correct places that are stated in the thread Equalizer posted.
