My keyboard letters change at random

Hello. Both me and my friend (we are both Swedish) have noticed at random, our keybindings on the keyboard changes from the Swedish layout to the american layout.

At one moment we cant type Å Ä Ö & / ! ? etc.. but at random the key bindings get changed. Why is that? It's quite frustraiting as we can't do any special keys such as question marks and such.
It's only Gmod though. When we tab out of the game, they keys are fine.

Anyone have a clue why this is happening?

Å Ä Ö is not available in CityRP. But I know what the problem is though..I think..

Press alt + shift and it should go back to Swedish keyboard layout!
