Simply - Molotov = Fuelled Rag (BMD) + Alchoholic Beverage (Chef)

You need to use the schematic obviously.

Buy schematics from him and see what you need to craft it

After you got that all you need is Fuel'd rags and Alcoholic Beverage.
The rags and schematic you get from a Black Market Dealer, and the Beverage from a Chef.
