I do not have evidence but I was president during all of this. Barkles had a weapon equipped on all encounters with the man, but he continued to drive off and evade arrest despite an SRU team having weapons drawn. The user in question was probably somewhat annoyed that we forced his weapon into holster with the cuffs, and continued to pursue this 'grudge'.
