The difference is quite simple. FUMUKU is part of the government. Contraband is illegal, they help out the government. It's almost a STING operation. FUMUKU rarely blows up the contraband. They take it and store it in the area of their choice. This prevents anymore law breakage, making their, and the rest of the government's job easier.
You are a criminal raiding JUST because they have contraband. You killed the rebel, who was unarmed, and shot his contraband. If you're going to raid someone for the contraband/weed/what ever, you need a place to store the stolen goods, not just shoot it because you can.
