More than that, the atomic structure of the universe would be significantly different, it would be as it were in the very early days after the Big Bang before electrons were a given part of atomic structure.
Same with protons since they are positively charged.
There'd only be neurons which would be a dense core in comparison to now where an atom is 99.9% empty space.
It would be unimaginable.
