There has always been a bug where one of the wheels of a car get stuck under the ground.
Players generally think that proppushing it will fix it, but instead, it takes the effect described in this thread. I warn you not DO NOT DO THIS.
What you need to do, is get the massive PHX3 square, and put it under the car, but dont elevate it. Then get two long sided PHX3 panels and put them on the sides and front/back, and slowly lift the base square, and the sides along with it and it will adventually bug it out and the wheel will become caught in the PHX3 square, where when you delete it, it will be fixed.
