If I use stairs or ramps from the proplist, can I actively use them to build something and go up the stairs? Or would using any stairs or ramp from the proplist be considered propclimb either way?

If you're making a house or something, of course you could put stairs or ramps in to get to another floor or whatever.

just don't propclimb upwards to make the house like climb the outside wall with a prop to make a window or whatever,
