Something as simple as this doesn't really deserve a harsh punishment, as long as he had an RP reason behind it then it should be fine.
The rule that you may be thinking about that could be violated is General Rule 11. Which states that you are not allowed to step on injured boddies.
Next time, if someone like him was trying to do something like that please try to teach him and inform him that what he is doing is wrong and against the rules it is a whole lot faster than posting a player report on him and getting him banned. Denied.
